This service provides a dedicated staff personnel to provide fully supported procurement guidance, CIPA compliance support, project deployment oversite, 10 year archiving and audit support. We also will prepare all required forms including but not limited to RFP’s 470,471,486, and 498’s, as well as, updating applicants on all E-Rate rules.
While many E-Rate Consultants do not offer applicant training and support, we at EPS and ECA believe applicants should have the knowledge to file their own applications. The E-Rate Program should be simplified, but unfortunately, it continues to become more complex.
We offer training and support if the applicant prefers to employ a dedicated person or team that controls the E-Rate process. Training and support continues until the applicant can “file on their own.” This service includes comprehensive training for 2-years, an onsite visit annually, and step-by-step guidance from an assigned staff member.

How to Select a Service?
Over the past 20-years, the E-Rate Program has created a profile of four types of applicants. These profiles can help to determine the level of service needed.
Fully Supported Consulting Services
Clients that do not have the resources to dedicated a staff member or team to support the E-rate process year round and the budget that would allow for annual trainings.
Training and Support Services
Applicants who have a dedicated E-rate team that has recently added a new member or does not have the resources to attend the national trainings sponsored by USAC.
Often established and well-trained E-rate teams experience issues that they cannot resolve. Often, they need a source with the knowledge that can only be gained by processing hundreds of applications each year. application.
When an applicant receives notice of an audit or a loss of funding it is imperative that any questions asked by an auditor or reviewer be answered in a specific way so that misunderstandings are minimized. Most applicants never endure an audit or refund funding to USAC unnecessarily.
While fees are calculated for the needs of clients, we have developed a formula that can be used to estimate cost for fully supported Consulting Services through ECA.

- Category 1 service fees are 9.50% of the “total” amount funded up to a maximum fee of $3,650.00.
- Category 2 service fees are 9.50% of the “total” amount funded up to a maximum fee of $2,250.00
- We also have a list of non recurring fees that can be discussed when the client is interested in signing up with ECA.
